There's nothing more special than this centuries-old ceremony
An English Duchess's afternoon hunger pains in the 1800's sparked the
tradition. Anna, seventh Duchess of Bedford, grew impatient waiting
for the dinner hour and asked servants to bring tea and refreshments
to her room each day at four o'clock. She invited friends to join her in
this small feast.  As word of her activities spread, afternoon tea became
the fashion and a lasting tradition.

And today, little girls still imitate the tradition with their
Teddy Bears and friends.
"High" and "low" are often misused when applied to tea.  High tea (or
"meat tea," or "knife-and-fork tea") is a simple but substantial
middle-class supper.  Low tea is afternoon tea.  Some think these terms
derive from the height of the menu card: a low tea has a short menu, a
high tea a long one.  The afternoon tea now served in hotel lobbies and
fancy tea rooms is often described, wrongly, as high tea, probably
because "high tea" sounds more highfalutin.  Another etymology is
that the terms refer to the height of the table: afternoon tea is served in
the home by a hostess at a conveniently low table in the parlor, while
the supper table is at the normal height for the comfortable
consumption of a meal with knife and fork.
